What is the 27x1-1/4 tire? Is that similar to a 700x38? Or is it like a 650x__? please explain for me

On the quantity, 1 its just one tire or 1 pair ?

I would contact seller for confirmation, but mine was for one tire. On another note, the quality of this tire was "ok" at best. I put it on a bike that I was selling and found it to have poor traction when I test rode it. Spend the extra moola and get a Gatorskin. That's my two cents. Regards.

I dont think so. Its for an 1"You probbably have an 1.5" wheels. For less rolling resistance the eco contact refllex or the city ride 2 reflex may be good options

what is the recommended psi on a 28 mm tire?

Depends on the brand of tire but most run in the 90 to 120 psi range. Check the sidewall. The recommended psi will be there.
