It's great that they are rechargeable- another advantage over the shoe-lights, which have to be disassembled with a tiny screwdriver to replace the (expensive) watch batteries they run on. I also appreciate the split charger design, which allows you to charge both light bands simultaneously. I can't say definitively that they are water resistant. (the mfg could/would/should have tested that if they would make that claim). But there is nothing about it that suggests they might be. Given there is a battery and circuitry and the recharge only has a dust cover, my suspicion is that it is Not Water Resistant. Without a doubt it is NOT waterproof. **Q: What kind of material is it on the inner side of the band that touches the skin?** A: Idk. I've been wearing them and they're pretty good. They glow brightly and are simple to use. The fit is pretty universal, they would fit comfortably around the wrist or ankle, and the price isn't bad either. they seem to be very water resistant as well. I, personally, don't really like to have things like this on my wrists, so I ended up wrapping them around my dogs legs, just to give her a little extra glow during our night walks. She is a solid black Newfie with a stalky build, so the lower parts of her legs are as thick as my wrists. She didn't like them at first but quickly got used to them. It's funny watching the lights go in circles as she walks because they look like they are just floating. But they are still holding up nicely to our walks, even 2 years later.
