Should it have “Wera” printed on the metal shaft? I think I've been sent a knockoff.

I'm trying to find the bit what grips a ring from the inside, so I can use the drill to Spin the ring and sand it, is this what I'm after?

From your description, I don't think so. This is solely capable of gripping a standard sized hexagonal shaft, such as screwdriver bits, though one can also buy drill bits mounted on hex shanks. It has no capability to grip any other shaft, and certainly does not expand within a ring. Sorry.
