if you cannot tell by looking, you probably should NOT attempt it. Electricity kills! The screw clamp terminals are input and output - they are marked as such. Connect the input wires to the input and the output to your appliance. You will have to do comething with your earth wires if your appliance has them as this device does not have an earth connection. Hope that helps. If not. Do not mess about with electricity. Ask a competent electrician to wire it up for you.

does it have a switched off position

No, The control knob moves from 0 to full output. I wired my one into a 3 pin 13 amp socket with an on /off switch on it so i can plug other bits of kit into it as required also it did not come with a stick on power setting scale as this is information is engraved on the unit under the control knob. Does this literally start at 0? I bought a digital one and at the start, there was a surge and then it would drop to 0.

No triac circuit will give you the full range of 0-180 control over the sine wave, they usually dont turn on to 30 degrees into each half cycle

I have control equipment with 250vac incoming and the equipment is overcharging? Can I use this to step down voltage from 250v to 230vac?

Quite possibly so long as you have a voltmeter inline at all times so you can monitor the output as the dial could be easily knocked (unless you remove it)
