No it is definitely not. It's not wireless and needs a full size USB port. According to the specs, the kindle hd 8 only has a micro USB port.

The amount of mp3 tracks on a 250Gb drive depends on the bit rate they are encoded at. At a bit rate of 160kbps low end for mp3 for a 2:30 minute track will take about 6Mb. A 06:30 minute recording done at 320kbps, the high end of mp3 will take around 16Mb. It's easy to do the maths and you will notice a difference in quality. I use FLAC for all my recordings which have bit rates substantially higher than this at about 1500kbps where a 06:30 recording takes 70Mb of space but again, the quality is superb and much closer to the actual recording. I hope this helps but there really is no definitive answer to this question.
