Yes this goes on top of the Tetra complete. Take a look at the tetra complete and it shows you in the pictures from the tub.

Can I use it also for my indoor plants? It is excellent for the aquarium.

Yes, mix it 50/50 with a good compost. It has so many good plant nutrients. I also water my plants with my old aquarium water with stunning results.

Can you just put this in your tank?

Yes you can. I have used it over a layer of complete substrate which is more like a sand and needs to be kept in place by the tetra active. But you can use the tetra active just like you would stones in your tank.
