Does anyone know the difference between this one and the Chef's Choice Asian diamond hone sharpener?

The difference is the angle to which the blade's edge will be sharpened. Asian knives have a 15° angle, while Western style knives have a 20° or 22° angle. Chances are most of your knives are at the Western angle or you'd likely know it already. If you use the "wrong" sharpener, it will still sharpen the knives, but in doing so, will take off much more metal and permanently change the angle of the edge on your knife.

How many times did you have to use the pronto 464 sharpener before a very dull blade became razor sharpe?

I use it daily as soon as I’m finished with cutting and I’ve cleaned the utensil I run the blade through the sharpener, I don’t let knives get dull

How do I use the Diamond Hone 464?

It comes with instructions. Basically on the left slot you lean the knife to the right side and bring the blade through rather fast. Then you lean the blade to the left side and repeat. Change to the right slot and do the same technique for each side of the blade. For best results in keeping your knife sharp do this before every time you use the knife.

Does this sharpener sharpen at a 15 degree angle or 20 degree angle?

This sharpener does the 20 degree angle. The model 463 does the 15 (asian) angle.
