Can this be used for low wattage led (30w total)? need rotary instead of slide, but conventional 600w type causes flickering.

That's what I used mine for (an 8 lamp chandelier) and it works great, without any flickering, even down to the lowest setting.

do I need to buy a cover for the switch?

A standard switchplate will work, so you would be able to use an existing one if doing an upgrade. They only supply the knob in white & beige so buy the appropriate color switchplate for new work.

This unit has two black wires. Normally you connect blk to blk and wht to wht In this case do you connect one blk to the wht wire in the box?

A white switch leg will be hot side of the switch,the black will be the switch leg return to prevent two white wires going to the light itself,, found where romex or BX cable 2 wire Blk,WHT is feeding the wall switch. A hot leg and switch leg can be connected to either black wire on the switch ,White hot legs are NOT used when conduit, aka pipe is used to pull the proper colors from light box to switch box

Dimmer switches I used like this in the past made loud buzzing noises when between highest light, and being off. How noisy is this dimmer?

This dimmer is silent, I used it on two 60 watt dim-able led bulbs.
