They apologized and explained the situation with the bottles and that they have a new bottler / bottle in general. I was sent out a replacement for my latest purchase and I can confirm the new bottles seem to fix the issue if they all are like this. It seems there was some issues with evaporation with the previous ones but these should be getting to customers full. Will update if any other bottles are received with issues, but so far company seems to have fixed the issue or at least are trying to fix it. Editing review to 4 stars as the product seems legitimate and with the new bottles should be perfect. Effects wise I do see some growing in areas that Minoxidil didn't see to help.
