As far as I know no because it's a heat sink pace but I didn't make it and I've never had it to short a computer it's worked fine for me but you could look on here where other people left any of you and ask them have a good day no guarantee's I didn't make it

Non hardening since it is for electronic components. The only clamp needed is the screws used to screw down the component. This is not glue so clamping is not needed.

Is this alright to use on the memory/power modules of a laptop's gpu?

This is a thermally conductive paste used to help couple a heatsink to some piece of equipment. I am not familiar with the item you are referencing however if it needs to dissipate some heat into a heat sink this should work. I am sorry but that is the best I can do. If there is some potential on the device you made to include a Mica washer to prevent grounding.
