Can this be used outside? Is it permanent when dry?

This product is not formulated for outdoor use. It would need to be sealed with an outdoor varnish to be weather resistant. I suggest using either our Patio Paint Acrylics or Americana Multi Surface Satin Acrylics for this type of application.

Can this be used on plastic models kits?

Yes. It can be used on plastic. This red is very matte which looks dry and chalky.
