There is no timer setting on the lights that were sent to me and the auto on/off feature does not work - am I missing something?

I just received a set that does the same thing. It is defective. I have used these before and am currently using 2 other sets thar work fine.

How bright are those lights on a scale of 1 to 10 with 10 being the brightest?

If you are installing these outside, you may want to consider https://www.amazon.com/dp/B08LGJ5765 or https://www.amazon.com/dp/B08KTXK54X.  It doesn't have any fancy patterns or controllers. Just straight up regular string and net lights.

The key is that those guys hook up directly into your outdoor landscape lighting system.  They are brighter than anything solar.  Plus solar will fail after a 1-2 years.  Fair lights has thin wiring and fail in 1-2 years as well.  The above products have zero maintenance. Would (1) set (each) for a 24" wreath and (2) 9' garlands (totaling 3 sets), be enough and still look bright and full from a street view?

yes, you'll be okay for wreath - haven't put mine on door yet but have a spare set in reserve in case i want more - as for the garlands - it says the string is 16-18 feet, so may be okay - they are wonderful lights - make sure you get green wire  - you can always r-order 0 they ship immediately - happy christmas - hope i was of some help
