I would say 2 to 4, maybe 5 but no more than that. The game is broken down into three phases and each starts with each player reading all the materials the materials. Then the analysis, cross-referencing etc. If you are willing to break the group of 12 into 4 groups of three and have three copies, teams can share the experience, maybe even compete. The phases create natural breaks after about 2hrs and about another hour before the final resolution is needed after another 1.5 to 2 hrs.
