Will this fit my Canon 1300D?

The simplest way to find out is to remove the lens and look at the mount on the camera body. If it just has a red circle it will only work with EF lenses. If it has a red circle and a white square it will work with EF and EF-s lenses. If it has a white circle it will not work with these lenses. So as long as you have option 1 or 2 you will be OK

Can you change aperture ? Does AF is still fast or much slower

You can still change your AF, TV, and AV settings according to what your camera and lens will allow. This is because the extension tubes can independently couple with the TTL metering of your camera and also with the auto diaphragm and AE mechanism. If you look inside the tubes you will see the connectors inline.

Bought this as a gift unsure as theres no lens/glass on it just a plastic tube is that right?

This is a lens extension tube...there’s no glass in it..it’s used with a lens to increase how close you can get to your subject (macro photography)

Do these fit the canon 250D?

They fit both my 90D and 6Dmk11, so you should have no problem. The 250D has an EF-S mount, so it will accept both EF-S and EF lenses and accessories. You only have problems when the body has an EF mount, it will not accept EF-S lenses. This is because of vignetting on the periphery of the image.
