Is this filled with oil or something else to generate heat

The AMOS 230 folding dryer is very light and most unlikely to be oil filled. Most likely to be a heated wire inside a ceramic or some other insulating sheath within the aluminium tubing of the dryer

whats the maximum weight it can take?

Not sure but I hang lots of fairly wet clothes on it (I hand wash and hand wring) it appears strong. I love it, it's very wide and you can get lots on.
