Is it streachy, can it be cut into strips and used as elastic bands?

If you want stretchy, this is not for you. Cannot be used as elastic bands.

What kind of adhesive will adhere this to a vinyl (I assume) flap on a dog door?

With the proper application an acrylic two sided adhesive will work with this silicon material.

Can my optician cut this to use it as side shields for glasses to prevent my eyes from wind? If so, should I use the 0.3 mm or 0.5mm thickness?

The 0.3mm material is flexible and would need some sort of frame support in order to make a structural barier to wind.

Can I cut into strips to wrap around the bottom section on the side of shoe soles to cover something?

Probably not,this sheet lacks the tensile force, It cannot pass the tensile test.
