how do these work on mild steel?

Not good. These are diamond blades made for concrete and other masonry cutting. You would need steel cutting blades for that similar to a grinder which are much cheaper then these blades but you will use a lot depending how thick the steel is.

does this work with the dremel stylo +?

I would say yes, this should work with the Dremel stylo +. the mandrel to hold the diamond disks fits into a 1/8" or 3mm collet on the dremel tool.
