Does the contact point spin on the center screw?

It does. I used it to pull a rear wiper arm, for which this is slightly large. I got the arms to dig in a little tighter by placing a dime between the top of the arm and the "top" shaped piece. I also threaded a nut halfway onto the shaft so the center screw didn't damage the threads on the shaft.

No. And you can’t put a lot of force on it without parts of it deforming, or the handle ripping off.
