So many Is this cool off your laptop?

Works fine for me. I just wish it would turn on automatically when my laptop turns on.

Does it keeps the user setting after laptop restart or shutdown or every time need to turn on and set settings?

Resets every time. Easy enough to switch modes , but it defaults every time.

What is the fan speed? And how to set up?

It goes up to 6 levels on cooling,1600-2100-2500. Press the power button for 3s to turn on/off the fans, and then release the button to swtich fans modes.
