Are they plastic or ceramic?

EZ Cap only makes plastic caps, not ceramic. A a seller of this item, as much as we'd like, we're unable to edit the description to reflect this! So for anyone looking, these are PLASTIC CAPS.

can I use this to recap a commercial beer bottle?

Only if the bottle had a swing cap to begin with. Normal beer bottles lack the indentations needed to secure the EZ Cap Swing Top, so only recapping with a normal bottle cap works on them.

Will these work on wine bottles?

These will only work on bottles that have indentions in the neck of the bottle to hold them. Usually found on beer bottles, it would not surprise me to find a limited amount of wine bottles they will work on.
