whats the difference between this model and the other 11 in 1?

This model (565 11-in-1 ...) appears to be an updated version of the other model (563 11-in-1 ...). The USB3 ports: 1 Type-C and 1 Type-A are listed as Gen 2 (10Gb) for the 565 (this model) and Gen 1 (5Gb) for the 563 (other model). The description of the 565 also specifies the speed of the uSD and SD card slots as 104MB/s. I've not found a spec for the 563 card slot speed but assume it is slower. One of the other answers said that that the 565 provided more power but the spec for both is 85W available with a 100W supply. I researched the difference to determine which to purchase. I'll update this if/when I purchase one of them.

Do the usba ports support charging a device?

The short answer is yes. Under these circumstances. With the PC powered up, with a charger connected to the PD Input port also I noticed that if hubs USB-C Connecter to the computer is connected to a charger it will light the Power Indicator light.
