Is the rose gold case shiny?? Or matte?

It's shiny and lighter colored than the picture and pretty.

will this fit a surface pro 3 10.8 inch

It probably would but it wouldn’t be an ideal fit. I would be afraid it might jiggle free in transit. I wouldn’t suggest it if you’re going to be carrying it much.

Does it fold all the way back so I can use it as a tablet?

It does. I added a keyboard. If you also add one, just disconnect it first and then it can be folded. The spine of the case is fabric, not a hard plastic.

Is this cover water resistant?

No, the case is not water resistant.

Only good for tablet only - defective design for use with keyboard attached to tablet

Looks very nice, good marble effect. BUT the tablet keeps falling out when you have the keyboard connected. OK design for when using the tablet on its own, but useless with keyboard attached. I sent it back as a defective design.
