It's a Hard Drive cable.
It works with my Passport external HDD, but unfortunately it didn't exactly solve the issue I've been having. It will sometimes disconnect for seemingly no reason, and I have to jiggle the cord until it reconnects. It's still doing it with this cord too, leading me to believe the problem is with my HDD itself. This cord is nice though, plenty long, good looking, and it works.
