yes it can , I use it all the time to draw the outlines on top of the acrylic backfrounds

Q: can it be used to cover numbers on a paint by numbers pic?

No--I just tried it over some printed text. It makes the text lighter but still shows through. It doesn't cover like correction tape.

Q: Does it write on glass?

Just tried it on my window. No they do not write on glass.

Q: What does this color look like colored on white paper?

I really think it would be hard to see being white on white.
