So if i want to install this on a laptop that doesnt have a disk drive how would i install it?

I recommend going to their website and downloading from there.  While you are there, you can also download a LOT of free materials, as well as have the latest edition and free add-ons.  Just be prepared to spend some time on their website, there is just so much neat stuff available both free, as well as reasonably priced options from 3rd parties (users of the software can sell materials they create) that you can spend a lot of time just browsing it.  
I would recommend getting one of the external DVD RW drives for your computer though, they're inexpensive, and DVD hasn't become totally obsolete just yet.
As to the Chromebook question, I don't know what OS that uses as I have never had an interest in owning one. If Windows, then yes, you can download from their site. If not, I suggest going to their site and see if there is a version for that. This particular item is the Windows/Mac version.

Yes, it does. Here are the operating systems that it is compatible with Microsoft Windows 7, 8.1 & 10 (32bit/64bit) or Apple mac OS 10.10, 10.11 & 10.12.

Manga studio had the ability to draw lines, vector, that would on an over layer would confine raster draw marks to some degree of closeness will this?

Yes, CLIP STUDIO PAINT is Manga Studio. Same product but different names for the Japan vs North American/European markets. In 2015, the use of the Manga Studio name was discontinued. And both variations of the product become simply known as CLIP STUDIO PAINT only.
