My hair is about 14" - 16" long how many bottles will I need to get good coverage?

If you are changing color of all of your hair, I do not know. If only to color new growth of grey hair, I use one bottle.

Is this a paste or a white cream?

It is a cream mixed with a color. I love it! It is a semi color mixture. Eventually it will wash out, I suppose. I do it a bit differently then what the instructions say. This is only because I used to mix henna & indigo for years, for my own hair. After rinsing it out..it says to wait 24hrs before washing...I wait a lot longer, however the color may show up on a cloth headband, collar, etc. It rinses out well,though. This way the hair really soaks the color up and it lasts longer.
