If the area is covered and does not have continued exposure to rain/snow then yes. However these are ceramic and not waterproof.

Yes it is flat ... 7 1/4 " x 7 1/2" ... there are small perforations which makes up the complicated design on the top.This does not stop it being used as a small table.
