It absolutely swivels, but you can not adjust the tilt really. The little silver bracket that they show in the picture allows 2 additional positions other than flat, but basically you just lean the show against it. It doesn't attach to the show at all and if you want a different position you have to lift it off the base and lean it back up against the silver part the other way or fold it down for flat. Since there is nothing really holding it on to the base, I feel like it could tip pretty easily if it got knocked into and it wouldn't take much to knock it over. I could have purchased a simple rotating one for a fraction of the price. I'll keep it, but I don't love it.
