can this product be used to change my propane gas grill to city gas?

The regulator is natural gas, but this is never intended to convert a propane appliance to natural gas. There is usually much more to it and often times it cannot be done. Please contact the manufacturer of the appliance you intend to convert.

Picture shows 8"-12" description says 4"-8" , what is it?

The picture is of a propane unit which used 8" - 12" of WC while Natural Gas uses 4"-8".

will this work as a stepdown for my incoming natural gas line, down to my gas fireplace? Is there a max limitation on the incoming PSI ?

You'll want to consult a gas plumber to see if this would work with your fireplace - the max inlet pressure is 5 PSI.
