I sent a complaint to Wilshine and received a new kit. The enclosed instructions did not quite explain this version of the product, but I figured it out quickly. You need a Phillips screw driver and a wrench to properly fasten the base together. Apparently a change was made from a metal upper base to a plastic one. That results in a slightly wobbly upright piece. It would be much steadier with all metal connecting hardware. I am using it for light clothing, so it won't make much difference for me. However, I think that it might fail over time as the metal pieces cut into the plastic with regular use with heavy coats or clothing. I would estimate it took me about 15 minutes, and I'm not particularly handy. I wish some of the protrusions that are meant to hold coats were a little longer. My lightweight spring jacket is fine, but I'm concerned about how well it will handle bulky winter coats in terms of length of the clip and ability to not topple over from the weight.
