Can I bring my character from GTA 5 on PS3 to GTA5 on PS4 if I have a different PSN ID now?

Character Transfer has been pulled from GTA V due to people hacking accounts on PS3/X360 and transferring it over to PS4/XOne

Does this include DLC that wasn't included in last gen releases?

A few things...Sea plane (online), Car (story), New Monster Truck (online), Rail Gun (story) and all previously locked DLC's from the PS3 online version (Cars and Bikes).

Single player. Multiplayer (gta online) is up to 30 ppl I think, still only one player per console
