How to change the blade, it does not fit in the channels and close. Really sloppy made, feels like it is falling apart. How does this this thing cut?

Will this cut tough plastic packaging?

I haven't tried it on plastic packaging, but I'm not impressed by its performance on corrugated cardboard cartons and padded envelopes. The only thing it really cuts well is tape.
