It does have red led lights. Not sure if those are specifically infrared or not. There are 506 lights. Red Light is 640nm (Red Weavelength) Skin penetration depth: 1-6mm Effect.

How does device stay propped up, if used on face/neck?

Hi, I own this & while it comes with a belt to stay propped up - I just lay it on top of my skin. You might have to wipe off the plastic housing if you get lotion on it. I did not buy it for my face - it cured a rash on my stomach that 3 dermatologist were unable to help me with. I’m very happy with mine.
