I think this set had about six mini-figures. Some were exclusive to this set.

Why is this set appropriate for 16 years and up? Could younger children do this?

It depends upon your children. I purchased the set for my 10 year old grandson. He loved it! If your children have been building with Lego and can easily follow directions it should be ok for them. It does contain some small parts, but if they are a regular Lego builder it won't be a problem. My grands have been building with Lego for a LONG time. They are now 11 and 9. They are getting the expert bank set in December.
