Will it hold 8"x10' photos?

No, it wont. The usable page area is 7-3/4 x 10-3/4, so it will hold up to a 5x7 photo.

will this work for making a scrapbook too?

It will work as a scrapbook as long as you are only putting items in it that are no thicker than a photo, sheet of paper, or a card.

Which are the correct refills? Found ones with 9x11 inches pages, but this album says that it comes with 9x10-7/8 inches pages. Thanks!
