Q: Has the seller ever bothered addressing all the complaints about it not being coarse, medium and fine? want what i pay for.

We've ordered it twice - ours came both times in coarse, medium and fine. Works very well for us - we have a good size pond ~18'x25', and use 3 sets in the filter: all coarse 1st level, medium next, then fine. Q: Is "one set" enough to replace the outer foam in the fx6?

No. I have an FX4 and one set replaced all but one of my sponges. essentially it is enough to replace 3 sponges and I think the RX-5 has 6 sponges.

Q: Can this be a better replacement for HOB cartridge filters? I want to use these inside of the Marineland Penguin filters.

I use this with a Fish Mate 500GUV Gravity UV+Bio Pond Filter I have never owned any Penguin filters, however looking at them on Amazon I don't know if they would work well for those filters as the filter cartridges have that plastic backing to keep them firm, after this stuff get saturated with waste it will be very flimsy. They would probably work best in canister filters.
