Can these be used on synthetic fibers?

It can, but when it is set with an iron make sure the heating option won’t damage the fabric

Can it be used on something that will be in the water like a bathing suit?

It has a plastic or rubber shiny like texture to the paint when it dries. I washed the apron after I painted it and it held up well. Chlorine may eat away at the paint and may dull the texture and shine. I hope this helps.

How do you heat seal on shoes (as in video)?

You might use one of the small craft irons.

Can this paint (the metallic option) be diluted with some water to create a watercolour effect - and still set properly?

I'm using these paints on an Ultra Pro play mat and I am using water to give a watercolorish background. The playmat is like a mouse pad material. Its drying great, but I'm not done so I have heat set it yet.
