could you put this on the inside of the lens to darken it when using white led bulbs that are too bright?

I used it on something similar actually. I had new lights with leds and clear lens, but I simply put it on the outside! It gives you a shade of light red. As to darkening, its not that dark.

I have a small chip that overlaps between the red and amber portions of the taillight. Can I use the clear sheet or will it be noticeable?

It was seamless...not noticeable at all for me.
