Why exactly are these mesh screens/mats smaller than the stainless steel tray itself? Why are they not the same size like the fruit roll up trays?

They sit on top of the stainless trays because they are too flexible to use by themselves.

you could score them with an Xacto knife / box cutter MANY times - HARD plastic - then break off what you don't want
