Can it fit 3013 filter?

No. It would fit in the housing but the end would not seal properly and not filter as it should.

Hi, which one is good water and which one is waste water, the concentrate is good or the permeate is good?

IT comes with Three filters. The Membrane only has to be changed once in a great while, I haven't changed my at all for three years. I have bad well water with iron and I use the system for drinking water. Easy to install. The regular filters do need to be changed. I place the date of the filter change with a marker and every 8 months to a year I change the filters. You have to order the fine filters because I haven't seen them in stores.
