What if I don't want the neck to swivel like the old one(so water never splashes out of the small sink), can it be locked in the middle?

Does the 5" gooseneck spout aa-4 swing left and right to accommodate 2 sinks, and how tall is the goosneck?

Does this faucet handles have handle stops so that the employees can't over tighten(and ruin seals) when turning off?
