Q: Can this be used as a ride on toy for a tall 3 year old? (My son is developmentally in an early walking stage, but is a tall almost 3 year old).

Yes, my very tall 3 year old loves this bike, and has for the past 3 years. She loves to glide and spin around the house on it.

Q: How high is the seat?

A gift I gave away but according to http://www.ybikeworld.com/site/products/ybike-pewi it is about 27c, or 10.63".

Q: With such small wheels it seems that sidewalk seams or a small pebble would stop this cold. (?)

The wheels freely swivel and roll very smoothly. There are also plenty of videos on youtube with very small children using them outside and on sidewalks which I also watched prior to my purchase. If the sidewalk gap has a large offset or is in generally bad condition Icould se it being a problem as it would with anything else but there is also the very small child "under parental supervision" factor so use your best judgement as to how safe the riding surface will be. We have had absolutely no issues with our Pewi Bike and it is very stable. Hope this helps.
