I have two cats & yes it will come on if they trigger the motion sensor.

Q: Can the light stay on with out motion.

Yes it stays on for a moment. has a good radius of lighting just remember to watch battery life

Q: Is it normal to sound like something is rattling around inside of the base?

No clue. Only problem I have is when it rains - water gets into it and either the light does not come on - or the light will not turn off until batteries die.
