Q: Can it be applied to area around eyes?

It feels quite mild so I would say yes and I do. It has never caused any irritation to the eye area at all. Nice product.

Q: Can this be used over make up?

The Ultra Hydrating Dewy Skin Serum is to be applied under your make-up, before your moisturizer and sunscreen.

Q: Can this be used in place of regular face moisturizer?

No. All serums including this one are meant to be used under a moisturizer. Just to be clear, cleanse your skin, use a toner, then apply your serum. Wait a minute or 2 for it to absorb. For me my skin is so dry it absorbs in less than 1 minute. Then place your moisturizer on to lock moisture in all day
