It glows after it's been in the light. You can put it near a light bulb, put it in the sun, or use a flashlight. Keep in mind flourescent lights are usually not very good at activating glow paint. Also, you need to take it out of the box if you want the full glow effect, because the boxes have a coating on the clear window to protect the paint from too much light exposure.
