Can this be cut to fit 32 inch door

A hacksaw is a great idea. A quicker, messier solution is an Elle Woods--bend and snap... Just be sure to only use this to cut the hinge-side, as it might leave points sticking out to catch ankles.

Would this close a 1 1/4 inch gap at bottom of inside door?

No. Not long enough. Try the cinch brand. They are very long and worked well for me. They aren't screw on, some type of adhesive but they are working well for me so far.

I m replacing previous door sweep. What is the distance between pre-drill holes?

is the 1 1/4 inches the entire height or the height of the vinyl part?

I just measured mine, the entire height is 1 3/8" including vinyl and aluminum.
