How are these pants different from the Cool 18?

These have a different fabric feel to them. The cool 18s are very polyester but these have more of a wool blend feel and look to them instead of that shiny, polyester plastic look..there a bit nicer

Are these high rise pants? I'm looking for pants with a longer/higher rise, 12

Not sure how to order rise. Mine were high, when I really preferred low. Nice looking slacks, but feels like straddling a saw horse.

Is this a straight narrow pant leg?

It's just a normal straight leg like most men's pants was very pleased with the quality and the way they were packaged when they arrived.

These slacks do not have cuffs. (Typically, plain-front dress pants do not have cuffs. Cuffs most often are found on pleated front slacks. Not always, but this is most often the case). BTW, I typically pay more for slacks, but these are a favorite of mine. I don't think that you can beat the value and looks. Good luck!
