I sure wouldn't think so. It is made of hard plastic all around. I can't find any ingredient lists on websites.

Does it work on eye bags?

It has helped the dark circles under my eyes but I don't have bags. I really can't say. The Face & Eye Puffiness Relief may be a better choice.
