Can this product be used with Dreamweaver stencils, metal stencils, as an embossing paste? How does it compare with Dreamweaver embossing paste?

It is very similar, but it takes color better than embossing paste. I make cards and use it with a stencil and once it is try I put the stencil back on and use ink on the raised areas.

How long does this take to dry if used with a stencil?

I have only used it with a stencil once and I used my heat embosser to dry it, which took about 3 - 4 minutes, but you want to let it sit a little longer to make sure it is dry.

could you sprinkle it with glitter and would the glitter will adher to the paste?

I'm sure it would. I would make sure you have it spread the way you want it first so the glitter stays on top.

After it dries, can you paint with water based paint?

Yes, you can use water based paint. It really depends upon the look you wanted. Some inks, paints will give you a washed out look and some bolder color. With texture paste you see how you put it on. So if made a bunch of lines, rough spreading or just a smooth surface you will see that through the color. Either way you get a great layer look.
