Q: Why is this more expensive then buying them individually?

Not sure where you buy them individually for that price only saw them for 99 individually

Q: You can buy them individually and save $15 bucks why is that?

I could not find individual ones for 75! Where do you get them? And do they have the tape?

Q: Is this for the two complete 18 and 21 tubliss setups?

it has everything you need for one 21 inch front and one 18 inch rear wheel

Q: On a dualsport can i take a highway with a tire pressure on 25 psi or more?

Had them on an XR650 with both knobbies and hybrid dual sport tires, multiple 100-300mi highway rides in CA summer at 70-80mph no issues. Found they were safer on road as you can get flat but tore won’t come off the wheel. Can’t speak to the DOT part.
